The Osaka District Public Prosecutors Office's special investigation unit arrested Shinobu Yamagishi, former president of Presance Corporation, as an accomplice in embezzlement. He was detained for 248 days, but the cornerstone of his confession was false testimony from a subordinate that was extracted through coercive interrogation. In 2021, his innocence was confirmed. The prosecutor in charge was indicted for special public servant assault and oppression, but he is pleading not guilty at his first trial scheduled for July 2026.

Inappropriate relationship

A prosecutor in charge of the slush fund case allegedly invited a woman under investigation to a hotel paid for with public funds and had her stay there (according to news reports).

In July 2026, it was reported that a prosecutor who led the investigation into the LDP faction slush fund scandal at the Tokyo District Public Prosecutors Office was privately dating a woman he had interrogated as a suspect. He allegedly invited the woman to a hotel paid for with public funds, which was being used for interviews with individuals related to the case, and stayed with her. The woman's testimony was used in court, raising doubts about the fairness of the criminal justice system itself. The Supreme Public Prosecutors Office is currently considering disciplinary action.

The price of a wrongful conviction
Verbal warning

Interrogations that even the courts pointed out as "grossly inappropriate" and that showed "weak awareness of the problem within the prosecutor's office."

In the Presans case, the prosecutor's office imposed only the lightest internal disciplinary action, "verbal caution," for the illegal interrogation. In the state compensation lawsuit, the state denied responsibility and contested the case, and a judgment from the Osaka District Court in March 2025, while deeming the interrogation "grossly inappropriate," denied liability for compensation. Even for misconduct that would cripple a private company, no one in the organization takes responsibility.

So, the private sector also needs unions.

Request for disclosure of reasons for non-prosecution

We will continue to question "why no prosecution" from the perspective of the complainant/victim. We will pursue accountability by fully utilizing institutional means such as requesting notification of reasons and utilizing the prosecutor's examination committee.

Public Inquiry / Request

We will not end this in a closed room. We will publish all public inquiry letters and requests to the prosecution and the Ministry of Justice on the web, and present the response of "no comment" itself to society as a record.

Support for suspects and accusers

We support individuals who have experienced illegal or unjust interrogations, business owners caught in wrongful accusations, and whistleblowers who have uncovered internal organizational misconduct, through our network of labor unions and experts. All consultations are strictly confidential.
