\"\u88ab\u8feb\u7684\u751f\u6d3b\u65b9\u5f0f \"\u800c\u5b58\u5728\u3002<\/p>\n\n\n\n<p>\u5728\u73b0\u4ee3\u793e\u4f1a\uff0c\u52b3\u52a8\u6743\u5229\u4ee5\u81ea\u7531\u5408\u540c\u7684\u540d\u4e49\u5728\u6cd5\u5f8b\u4e0a\u5f97\u5230\u4e86\u53d1\u5c55\uff0c\u4f46 \"\u53d7\u63a7\u52b3\u52a8 \"\u7684\u57fa\u672c\u7ed3\u6784\u5e76\u6ca1\u6709\u4ece\u6839\u672c\u4e0a\u6539\u53d8\u3002\u538b\u8feb\u548c\u4e0d\u5e73\u7b49\u7684\u7ed3\u6784\u7ee7\u7eed\u4ee5\u5404\u79cd\u5f62\u5f0f\u5b58\u5728\u4e8e\u73b0\u4ee3\u5de5\u4f5c\u573a\u6240\uff0c\u5982\u975e\u6b63\u89c4\u5c31\u4e1a\u3001\u8d85\u8d1f\u8377\u5de5\u4f5c\u3001\u9a9a\u6270\u3001\u6027\u522b\u4e0d\u5e73\u7b49\u548c\u7b97\u6cd5\u7ba1\u7406\u3002<\/p>\n\n\n\n<p>\u6b64\u5916\uff0c\u6700\u8fd1\u7684\u6280\u672f\u521b\u65b0\u6b63\u5728\u8fc5\u901f\u6539\u53d8\u52b3\u52a8\u7684\u6027\u8d28\uff1a\u867d\u7136\u4eba\u5de5\u667a\u80fd\u3001\u673a\u5668\u4eba\u548c\u5e73\u53f0\u5de5\u4f5c\u7684\u8fdb\u6b65\u4e3a\u6211\u4eec\u7684\u5de5\u4f5c\u65b9\u5f0f\u5e26\u6765\u4e86\u7075\u6d3b\u6027\uff0c\u4f46\u6211\u4eec\u4e5f\u6b63\u5728\u8fdb\u5165\u4e00\u4e2a\u52b3\u52a8\u672c\u8eab\u7684\u57fa\u672c\u5b9a\u4e49--\u8c01\u662f\u5de5\u4eba\uff0c\u5de5\u4f5c\u610f\u5473\u7740\u4ec0\u4e48--\u53d7\u5230\u8d28\u7591\u7684\u65f6\u4ee3\u3002\u4ee5\u4e0b\u662f\u9700\u8981\u89e3\u51b3\u7684\u4e00\u4e9b\u5173\u952e\u95ee\u9898\u3002<\/p>\n\n\n\n<p>\u5728\u8fd9\u79cd\u60c5\u51b5\u4e0b\uff0c\u6211\u4eec\u5168\u7403\u8054\u76df\uff08GlobalUnion\u3001<span class=\"swl-marker mark_yellow\">\u8d85\u8d8a\u4f20\u7edf\u6846\u67b6\uff0c\u4ece\u66f4\u5e7f\u4e49\u7684\u89d2\u5ea6\u89e3\u91ca\u52b3\u5de5\u95ee\u9898\uff0c\u5e76\u52aa\u529b\u4ece\u6839\u672c\u4e0a\u89e3\u51b3\u8fd9\u4e9b\u95ee\u9898\u3002<\/span>\u4efb\u52a1\u662f<\/p>\n\n\n\n<p>\u8be5\u9879\u76ee\u65e8\u5728\u91cd\u65b0\u5b9a\u4e49\u52b3\u52a8\uff0c\u800c\u4e0d\u662f\u5c06\u5176 \"\u6b63\u5e38\u5316\"\uff0c\u5176\u6311\u6218\u662f\u5236\u5b9a\u65b0\u7684\u6807\u51c6\uff0c\u4ee5\u4fdd\u62a4\u5de5\u4eba\u7684\u5c0a\u4e25\u3001\u81ea\u7531\u3001\u5b89\u5168\u548c\u793e\u4f1a\u5305\u5bb9\uff0c\u800c\u4e0d\u4ec5\u4ec5\u662f\u7ea0\u6b63\u5de5\u8d44\u548c\u5de5\u65f6\u7b49\u4f20\u7edf\u4e3b\u9898\u3002\u8fd9\u4e0d\u4ec5\u4ec5\u662f\u4e00\u4e2a\u4fdd\u62a4\u5de5\u4eba\u7684\u7acb\u573a\uff0c\u800c\u662f\u4e00\u4e2a\u4ece\u9053\u5fb7\u3001\u7ecf\u6d4e\u3001\u653f\u6cbb\u548c\u6587\u5316\u7b49\u6240\u6709\u89d2\u5ea6\u8d28\u7591\u4eba\u4eec\u5de5\u4f5c\u7684\u610f\u4e49\u4ee5\u53ca\u52b3\u52a8\u5e94\u5982\u4f55\u4e0e\u793e\u4f1a\u76f8\u8054\u7cfb\u7684\u9879\u76ee\u3002<\/p>\n\n\n\n<p>\u6211\u4eec\u7684\u76ee\u6807\u662f\u5728\u8de8\u56fd\u5171\u9e23\u548c\u56e2\u7ed3\u7684\u57fa\u7840\u4e0a\uff0c\u5b9e\u73b0 \"\u6ca1\u6709\u5265\u524a\u7684\u52b3\u52a8\"\u3001\"\u4ee4\u4eba\u81ea\u8c6a\u7684\u5de5\u4f5c\u65b9\u5f0f \"\u548c \"\u4e0d\u5931\u4eba\u6027\u7684\u751f\u6d3b\u65b9\u5f0f\"\u3002<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u5f7b\u5e95\u89e3\u51b3\u7684\u7b2c\u4e00\u6b65<\/h3>\n\n\n\n<p>\u52b3\u5de5\u95ee\u9898\u662f\u4eba\u7c7b\u5386\u53f2\u4e0a\u6301\u7eed\u65f6\u95f4\u6700\u957f\u3001\u6700\u4e25\u5cfb\u7684\u793e\u4f1a\u6311\u6218\uff0c\u6211\u4eec\u5168\u7403\u8054\u76df\u65e8\u5728\u4e3a\u52b3\u5de5\u95ee\u9898\u627e\u5230\u6839\u672c\u7684\u89e3\u51b3\u65b9\u6848\u3002\u4f5c\u4e3a\u7b2c\u4e00\u6b65\uff0c\u6211\u4eec\u9996\u5148\u518d\u6b21\u8ffd\u95ee\uff1a\u4ec0\u4e48\u662f\u6839\u672c\u95ee\u9898\uff1f<\/p>\n\n\n\n<p>\u5728\u8fd9\u65b9\u9762\uff0c\u91cd\u70b9\u662f\u5de5\u4f1a\u7684\u6f5c\u529b\u3002<\/p>\n\n\n\n<p>\u9664\u5b97\u6559\u548c\u56fd\u5bb6\u5916\uff0c\u5de5\u4f1a\u4e5f\u662f\u4e00\u79cd\u5e9e\u5927\u7684\u7ec4\u7ec7\u5f62\u5f0f\uff0c\u5728\u4e16\u754c\u5404\u5730\u90fd\u83b7\u5f97\u4e86\u5f3a\u6709\u529b\u7684\u6cd5\u5f8b\u548c\u793e\u4f1a\u8ba4\u53ef\u3002\u5728\u8bb8\u591a\u56fd\u5bb6\u7684\u5baa\u6cd5\u4e2d\uff0c\u5de5\u4eba\u7ec4\u7ec7\u8d77\u6765\u96c6\u4f53\u8c08\u5224\u7684\u6743\u5229\u5f97\u5230\u4e86\u6700\u9ad8\u6cd5\u5f8b\u7684\u660e\u786e\u4fdd\u969c\u3002\u8fd9\u610f\u5473\u7740\u56fd\u5bb6\u5df2\u7ecf\u660e\u786e\u8ba4\u8bc6\u5230\u7ec4\u7ec7\u56e2\u7ed3\u5728\u4fdd\u62a4\u5de5\u4eba\u5c0a\u4e25\u548c\u6743\u5229\u65b9\u9762\u7684\u91cd\u8981\u6027\u3002<\/p>\n\n\n\n<p>\u7136\u800c\uff0c\u73b0\u5b9e\u5374\u4e0e\u8fd9\u4e00\u7406\u5ff5\u5927\u76f8\u5f84\u5ead\u3002<\/p>\n\n\n\n<p>\u6839\u636e\u56fd\u9645\u52b3\u5de5\u7ec4\u7ec7\uff08ILO\uff09\u7684\u6570\u636e\uff0c\u5168\u7403\u52b3\u52a8\u529b\u8d85\u8fc7 35 \u4ebf\u4eba\uff0c\u5e76\u5728\u9010\u5e74\u589e\u957f\u3002\u4e0e\u6b64\u540c\u65f6\uff0c\u5de5\u4f1a\u4f1a\u5458\u5374\u4e0d\u5230\u603b\u4eba\u6570\u7684 10%\uff0c\u800c\u4e14\u5728\u8bb8\u591a\u56fd\u5bb6\u8fd8\u5728\u7ee7\u7eed\u51cf\u5c11\u3002\u56e0\u6b64\u3001<span class=\"swl-marker mark_yellow\">\u7ed3\u6784\u5012\u7f6e\uff0c\u5b9e\u9645\u53c2\u4e0e\u548c\u5229\u7528\u7387\u5012\u9000\uff0c\u5c3d\u7ba1\u8be5\u7cfb\u7edf\u4f5c\u4e3a\u4e00\u4e2a\u673a\u6784\u7684\u91cd\u8981\u6027\u4f9d\u7136\u5f88\u9ad8\u3002<\/span>\u662f\u5b58\u5728\u7684\u3002<\/p>\n\n\n\n<p>\u8fd9\u662f\u56e0\u4e3a\u5de5\u4f1a\u6ca1\u6709\u53d1\u6325\u5176\u5e94\u6709\u7684\u4f5c\u7528\uff0c\u4e00\u4e9b\u7ec4\u7ec7\u53d8\u5f97\u5f62\u5f0f\u5316\u548c\u9aa8\u5e72\u5316\uff0c\u635f\u5bb3\u4e86\u5de5\u4eba\u7684\u4fe1\u4efb\u3002\u5de5\u4f1a\u66fe\u7ecf\u662f\u793e\u4f1a\u6b63\u4e49\u7684\u8c61\u5f81\uff0c\u5982\u4eca\u5374\u5e38\u5e38\u6210\u4e3a\u8bef\u89e3\u548c\u4e0d\u4fe1\u4efb\u7684\u5bf9\u8c61\u3002<\/p>\n\n\n\n<p>\u9488\u5bf9\u8fd9\u79cd\u60c5\u51b5\uff0c\u6211\u4eec\u51b3\u5b9a\u91cd\u5efa\u5de5\u4f1a\u539f\u6709\u7684 \"\u5e0c\u671b \"\u548c \"\u89e3\u51b3\u529b\u91cf\"\u3002\u5373<span class=\"swl-marker mark_yellow\">\u4e00\u79cd\u65b0\u7684\u5de5\u4f1a\u6a21\u5f0f\uff0c\u4ee5\u73b0\u4ee3\u5f62\u5f0f\u6700\u5927\u7a0b\u5ea6\u5730\u5b9e\u73b0\u5176\u66fe\u5728\u4e16\u754c\u5404\u5730\u8bde\u751f\u7684\u521b\u59cb\u539f\u5219\u3002<\/span>\u4ecb\u7ecd\u5982\u4e0b\u3002<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u8ffd\u6c42\u516c\u5171\u5229\u76ca\u7684\u57fa\u672c\u89e3\u51b3\u65b9\u6848<\/h3>\n\n\n\n<p>\u5168\u7403\u8054\u76df\u6210\u7acb\u7684\u76ee\u7684\u662f \"\u6311\u6218\u89e3\u51b3\u5168\u7403\u5e7f\u6cdb\u5b9a\u4e49\u7684\u52b3\u5de5\u95ee\u9898\u7684\u6839\u672c\u529e\u6cd5\"\u3002\u4f46\u6211\u4eec\u5e76\u4e0d\u6253\u7b97\u62d8\u6ce5\u4e8e'\u5de5\u4f1a'\u7684\u5f62\u5f0f\u3002<br>\u5982\u4eca\uff0c\u52b3\u52a8\u7684\u542b\u4e49\u6b63\u5728\u8fc5\u901f\u591a\u6837\u5316\uff0c\u6211\u4eec\u9700\u8981\u7684\u662f\u4e00\u79cd\u4e0d\u53d7\u6210\u89c1\u6216\u5236\u5ea6\u6846\u67b6\u675f\u7f1a\u7684\u7075\u6d3b\u800c\u5bcc\u6709\u521b\u9020\u6027\u7684\u65b9\u6cd5\u3002<\/p>\n\n\n\n<p>\u6211\u4eec\u662f<span class=\"swl-marker mark_yellow\">\u516c\u4f17\u5229\u76ca\u6700\u5927\u5316<\/span>\u800c<span class=\"swl-marker mark_yellow\">\u521b\u65b0\u548c\u72ec\u7acb\u7684\u65b9\u6cd5<\/span>\u5b83\u5904\u7406\u7684\u662f\u90a3\u4e9b\u5c1a\u672a\u89e3\u51b3\u7684\u57fa\u672c\u52b3\u5de5\u95ee\u9898\u3002<\/p>\n\n\n\n<p>\u901a\u8fc7\u5168\u7403\u56e2\u7ed3\u548c\u5171\u540c\u521b\u9020\uff0c\u6211\u4eec\u5c06\u76f4\u9762\u4ece\u6839\u672c\u4e0a\u89e3\u51b3\u52b3\u5de5\u95ee\u9898\u7684\u5386\u53f2\u6311\u6218\u3002<br>\u8fd9\u5c31\u662f\u5168\u7403\u8054\u76df\u63d0\u51fa\u7684\u65b0\u65f6\u4ee3\u793e\u4f1a\u53d8\u9769\u7684\u613f\u666f\u3001<span mark_yellow\">\u4e16\u754c\u4e0a\u7b2c\u4e00\u4e2a\u4e0d\u6536\u53d6\u4efb\u4f55\u5165\u4f1a\u8d39\u6216\u5de5\u4f1a\u8d39\u7684\u5168\u7403\u5de5\u4f1a\u3002<\/span>\u662f<br>\u5b83\u662f\u4e00\u4e2a\u5f00\u653e\u7684\u7ec4\u7ec7\uff0c\u6240\u6709\u4eba\uff0c\u65e0\u8bba\u56fd\u7c4d\u3001\u79cd\u65cf\u3001\u5e74\u9f84\u3001\u6027\u522b\u6216\u4e13\u4e1a\u80cc\u666f\uff0c\u90fd\u53ef\u4ee5\u5e73\u7b49\u5730\u53c2\u4e0e\u5176\u4e2d\u3002<\/p>\n\n\n\n<p>\u8bb8\u591a\u4f20\u7edf\u5de5\u4f1a\u7ecf\u5e38\u88ab\u6279\u8bc4\u6536\u53d6\u9ad8\u989d\u4f1a\u8d39\u548c\u5de5\u4f1a\u8d39\uff0c\u800c\u8fd9\u4e9b\u8d44\u91d1\u5374\u6ca1\u6709\u5b8c\u5168\u7528\u4e8e\u4e3a\u4f1a\u5458\u8c0b\u798f\u5229\u548c\u63d0\u4f9b\u652f\u6301\uff0c\u800c\u662f\u7528\u4e8e\u652f\u4ed8\u4e00\u4e9b\u5168\u804c\u5de5\u4f5c\u4eba\u5458\u7684\u85aa\u916c\u548c\u5f00\u5c55\u975e\u516c\u76ca\u6d3b\u52a8\u3002\u73b0\u5b9e\u60c5\u51b5\u662f\uff0c\u8fd9\u5bfc\u81f4\u4e86\u5de5\u4f1a\u7ec4\u7ec7\u7387\u7684\u4e0b\u964d\u548c\u516c\u4f17\u4fe1\u4efb\u5ea6\u7684\u4e27\u5931\u3002<\/p>\n\n\n\n<p>\u6211\u4eec\u6b63\u89c6\u8fd9\u4e9b\u6311\u6218\u7684\u672c\u8d28\uff0c\u4e3a\u516c\u4f17\u5229\u76ca\u521b\u5efa\u4e86\u4e00\u4e2a\u514d\u8d39\u7684\u65b0\u8054\u76df\uff1a\u5168\u7403\u8054\u76df\u7531\u4e00\u4e9b\u5fd7\u613f\u652f\u6301\u8005\u7ba1\u7406\uff0c\u5305\u62ec\u5f8b\u5e08\u3001\u4f1a\u8ba1\u5e08\u3001\u7ecf\u7406\u548c\u5176\u4ed6\u4e13\u4e1a\u4eba\u58eb\u3001<span class=\"swl-marker mark_yellow\">\u81ea\u7531\u5de5\u4f1a\u4f46\u9ad8\u5ea6\u53ef\u6301\u7eed\u7684\u8fd0\u4f5c<\/span>\u516c\u53f8\u53d6\u5f97\u4e86\u4ee5\u4e0b\u6210\u5c31\u3002<\/p>\n\n\n\n<h4
