While the defendant Tabuchi admits to the actions he is accused of, he maintains his innocence, arguing that they do not constitute the crime of assault and abuse by a public official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.sankei.com\/article\/20260715-2H2BW5K545MLPJVVI3O2ENZETI\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">https:\/\/www.sankei.com\/article\/20260715-2H2BW5K545MLPJVVI3O2ENZETI<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This trial has shown society the reality that without recordings and videos of interrogations, it is extremely difficult for citizens to verify what happened in closed rooms. And the problem is not just shouting and banging on desks. The way documents are prepared, deadlines are set, reasons for detention are explained, and phrases that suggest arrest all reveal how investigative agencies treat citizens.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A written order stating to come to Kagoshima from Tokyo on Friday, Monday at 3 PM.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The document confirmed by the Prosecutors' Union is dated June 19, Reiwa 8. The document requests the recipient in Tokyo to appear at the Kagoshima District Public Prosecutors Office by 3:00 PM on Monday, June 22, Reiwa 8, which is only three days later.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"924\" height=\"896\" src=\"https:\/\/globalunion-grp.org\/okami\/wp-content\/uploads\/2026\/07\/kaken.png\" alt=\"\" class=\"wp-image-225\" srcset=\"https:\/\/globalunion-grp.org\/okami\/wp-content\/uploads\/2026\/07\/kaken.png 924w, https:\/\/globalunion-grp.org\/okami\/wp-content\/uploads\/2026\/07\/kaken-300x291.png 300w, https:\/\/globalunion-grp.org\/okami\/wp-content\/uploads\/2026\/07\/kaken-768x745.png 768w\" sizes=\"(max-width: 924px) 100vw, 924px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">June 19th is a Friday, and June 22nd is a Monday. Saturday and Sunday fall in between. The shipping method, dispatch time, and actual delivery date cannot be determined from the written information alone. However, Japan Post has suspended Saturday delivery for regular mail and advises customers to send time-sensitive mail well in advance. For regular mail sent on Friday, delivery on Monday or Tuesday could be expected, depending on the region and dispatch time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that, depending on the method of delivery, the date is such that when the recipient receives the document within Tokyo, the designated time may be imminent or may have already passed. The recipient needs time to adjust work and family schedules, arrange for airfare, and prepare related materials to travel to Kagoshima.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Is this a request for cooperation in an investigation, or a test to see if I'll make promises I can't keep?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If you want to inquire about the circumstances, the minimum prerequisite is to allow the other party a period of time to respond realistically. If you unilaterally set an unmanageable deadline and then immediately state, \"Failure to appear without just cause may result in arrest,\" it is not surprising that the recipient would feel \"intimidated after being placed in a situation where they could not comply\" rather than \"given an opportunity to explain.\"<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not possible to simply rank shouting and demands for surrender. However, it is also important to consider the appropriateness of investigations, not only in terms of closed-door shouting but also in applying institutional pressure through documents. The coerciveness that appears in writing seems to reflect a disconnect between the prosecution and public sentiment, in a different form than the issues being addressed in the trial of defendant Tabuchi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Which law and article number does \"tax evasion\" violate?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The subject line of the document states, \"Regarding tax evasion in conspiracy with Viscount Nakano.\"<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the National Tax Agency itself guides, tax laws include multiple laws, cabinet orders, ministerial ordinances, and regulations such as the Income Tax Act, the Corporation Tax Act, the Consumption Tax Act, the General Act on National Taxes, and the Special Taxation Measures Act. While \"tax law\" is used as a collective term for these, it does not refer to a single specific law or crime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, it is a document requesting a move from Tokyo to Kagoshima and stating the possibility of arrest if you do not appear. It is impossible to determine from the document whether the subject is a violation of the Consumption Tax Act, the Corporate Tax Act, or the Income Tax Act, or whether it is a summons as a suspect or an interview as a witness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a national agency demands a significant burden from citizens, \"it's usually about taxes\" is not sufficient. The starting point for due process and building trust is to explain, to the extent possible, the nature of the matter, the capacity in which they are being summoned, and the purpose of the inquiry.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What authority did the individuals in charge, \"Ikeda and Shimizu,\" have to create this document?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The contact information in the attached document states, \"Contact: Ikeda\/Shimizu.\" However, this document alone does not allow us to confirm whether both individuals are prosecutors, judicial affairs officials, or other staff members, nor their full names and positions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Prosecutors\u2019 Union has received calls regarding the two officials named in the document\u2014Ikeda and Shimizu\u2014stating that \u201cit should be verified whether they conducted a forced investigation that jumped to conclusions, similar to the issues that arose in the case of defendant Tabuchi.\u201dSince the investigation specifically names these individuals, the Kagoshima District Public Prosecutors\u2019 Office should first clarify their job titles, authority, involvement in drafting the document, and the approval process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Prosecutors Union does not conclude that the two individuals conducted illegal interrogations based solely on written documents. That is why we are requesting the preservation of recordings, interview records, approval records, and dispatch records, and that explanations be provided in a form that allows for third-party verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, information has already spread that both individuals in charge, Ikeda and Shimizu, are prosecutors, and they are already known within our union as Prosecutor Ikeda and Prosecutor Shimizu.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Instead of risking your life, prioritize legal compliance and accountability.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The defendant Tabuchi is reported to have said, \"I'm betting my life\" in interrogation footage. However, what prosecutors should bet on in their investigations is neither the dignity of the person being interrogated, nor their own lives or the lives of others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there is anything to bet on as a public servant, it is the responsibility of office, evidence-based judgment, due process, and the accountability to explain and correct when errors are found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If both Ikeda and Shimizu, the representatives in charge, prepared this document with a proper purpose and procedure, they should be able to explain their reasoning for the schedule, statement of business, and mention of arrest potential with confidence. There is no need to wager \"something greater than life.\" It is sufficient for them to fulfill their professional accountability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Public Questions to Kagoshima District Public Prosecutors Office and Fukuoka High Public Prosecutors Office<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Is the attached document, dated June 19, Reiwa 8, officially prepared and issued by the Kagoshima District Public Prosecutors Office?<\/li>\n\n\n\n<li>Please provide the full names, job titles, departments, and authority regarding this matter for the two individuals listed in the document as \u201cIkeda and Shimizu.\u201d<\/li>\n\n\n\n<li>When, where, and how was the document shipped? When the prosecution's actions are contested in court, there is significant public interest in citizens being able to legally observe and confirm what was said and what evidence was presented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should a public trial concerning this matter be held in the future, and if there is an opportunity for representatives or individuals involved, Messrs. Ikeda and Shimizu, to appear as witnesses, the Prosecutors' Union calls for scrutiny through lawful public observation in open court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, attendance is not a platform for intimidation, harassment, stalking, filming, personal attacks, or vigilantism. It is for calmly observing the facts presented in court, in accordance with court rules and the directions of court personnel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The same accountability for investigations around the last mile.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The matter of the attached document is \"the case of tax law violation in collusion with Koki Nakano.\" This case cannot be separated from a series of issues involving the Kumamoto Regional Taxation Bureau, Kagoshima District Public Prosecutors Office, Fukuoka High Public Prosecutors Office, Last One Mile Inc., Mr. Makoto Watanabe, and the \"Mamizuka Memo,\" which is said to be in circulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While demanding remote appearances from stakeholders with extremely short deadlines and wording that suggests arrest, to what extent were Last One Mile and Mr. Makoto Watanabe, whose names and financial flows are reportedly mentioned in the Miamizuka Memo, investigated with the same intensity?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the prosecution is truly committed to uncovering the truth to the point of \"risking their lives,\" then rather than concentrating the burden solely on vulnerable stakeholders, they must investigate the actual directors, the ultimate beneficiaries of the funds, those who managed the devices and login information, and those whose seized items were returned early, using the same standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even a single summons can reveal the posture of an investigative agency. We demand that the Kagoshima District Public Prosecutors Office and the Fukuoka High Public Prosecutors Office specifically respond regarding the official duties of officers Ikeda and Shimizu, the process by which this document was created, and the fairness of the investigation, including the \"last mile\" aspects.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion of the Prosecutors' Union<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The problem with the phrase \"Don't mess with the prosecutors\" isn't just that the expression is rude. It's because it reveals a mindset where prosecutors place themselves above citizens, offer no explanations, and believe they have the right to forcibly subdue anyone who questions them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a written document dated Friday, you are requested to come to Kagoshima from Tokyo on Monday of next week. It only states \"tax law violation.\" It mentions the possibility of arrest if you do not comply. On the other hand, specific laws, the recipient's position, and the reasons for setting the date are not provided. If this is considered proper procedure, the Kagoshima District Public Prosecutors Office should explain this to the public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you cannot provide an explanation, you should revise your written procedures, apologize to those involved, and establish a system to prevent similar incidents from occurring.
