{"id":238,"date":"2026-07-17T06:25:47","date_gmt":"2026-07-17T06:25:47","guid":{"rendered":"https:\/\/globalunion-grp.org\/okami\/?p=238"},"modified":"2026-07-17T06:26:34","modified_gmt":"2026-07-17T06:26:34","slug":"%e6%a4%9c%e5%af%9f%e3%81%af%e5%af%be%e9%9d%a2%e8%aa%bf%e6%9f%bb%e3%82%92%e5%a2%97%e3%82%84%e3%81%97%e5%85%ac%e5%b9%b3%e3%81%aa%e6%8d%9c%e6%9f%bb%e3%82%92","status":"publish","type":"post","link":"https:\/\/globalunion-grp.org\/okami\/en\/archives\/238","title":{"rendered":"The prosecution should increase in-person investigations and conduct fair investigations."},"content":{"rendered":"<h2 class=\"wp-block-heading\">A single testimony is just a \"dot,\" but when independent testimonies pile up, they form a \"structure.\"<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Prosecutors Union proposes establishing an environment that enables victims, former employees, business partners, related corporate entities, and other concerned parties who are familiar with the circumstances surrounding the series of issues involving Last One Mile Inc., Mr. Makoto Watanabe, Defendant Toshiyuki Nakano, the Kumamoto Regional Taxation Bureau, and the Kagoshima District Public Prosecutors Office to directly convey the facts they know to the prosecution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Justice itself explains that in order to clarify the truth of the incident, cooperation from victims and witnesses in questioning is necessary, and that such cooperation makes it possible to uncover the truth. In other words, even for the prosecution, the voices of those who know the situation on the ground are not \"troublesome additional information,\" but foundational materials necessary to make the genuine investigation possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When only one person speaks, it may be dismissed as a \"personal grudge,\" \"a misunderstanding,\" or \"hearsay.\" However, when multiple people who have not coordinated their stories explain matching details from different perspectives regarding dates, locations, money, devices, accounts, LINE messages, emails, and chains of command, the overall picture\u2014which could not be seen from a single account\u2014becomes visible.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is to be feared is not \"citizen retaliation,\" but the cross-referencing of independent testimonies.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The accumulation of testimony referred to here is neither ganging up on someone to attack them nor getting stories straight. Quite the opposite. Each person conveys only the facts they directly witnessed and heard, in their own words and along with objective materials, without aligning with anyone else's account. That independence is precisely what matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there is anything those involved should fear, it is not \"retaliation from multiple people.\" It is that past explanations, internal statements, fund transfers, device management, the circumstances surrounding the return of seized items, and other matters will be cross-referenced by multiple independent statements and documents, making any fabricated explanations untenable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">If face-to-face interviews increase, problems around the last mile will become visible in three dimensions.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There are numerous stakeholders with differing perspectives surrounding the last-mile issues. These include former executives, former employees, current employees, business partners, contractors, investors, corporations and individuals subjected to tax audits, those whose devices and ledgers were confiscated, and individuals knowledgeable about the situation in Cambodia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The information each piece holds may seem like small fragments at first glance. However, issues such as who gave the instructions, who managed the login credentials and official seals, who ultimately profited from the funds, whose device alone was returned early, and who knew about the investigation information in advance can only be verified by arranging multiple testimonies in chronological order.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The purpose of explaining in person<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Phone calls and emails alone sometimes fail to fully convey the context, the meaning of documents, relationships between individuals, and how terms are used. Through in-person interviews, the personnel in charge can clarify doubts on the spot, ask about the whereabouts of additional materials, and examine contradictions or consistencies with other testimonies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there is no legal obligation to conduct an in-person interview with everyone who consults, nor does merely consulting guarantee an investigation or prosecution. Furthermore, in-person interviews are not always audio or video recorded. Even so, it is highly meaningful to clearly express your desire for an in-person explanation, formally submit your documents, and keep a record of the reception date, the responsible department, and copies of the submitted materials.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The Public Prosecutors Office itself provides information on \"cases where you want to consult in person.\"<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Ministry of Justice provides guidance that even if you wish to consult with the Public Prosecutors Office in-person, you should first call the Victim Hotline and explain the nature of your consultation. The Kagoshima District Public Prosecutors Office also has a Victim Hotline for crime-related consultations and inquiries regarding cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, victims and involved parties with direct knowledge of the incident can request to \"explain the facts they know in person\" or \"explain while looking at materials they have on hand.\" Whether or not to conduct an in-person interview is up to the investigative agency to decide, but there is no need to hesitate to consult with them in the first place.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Five Principles to Observe When Delivering Testimony<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Clearly distinguish between facts you have personally witnessed or heard and stories you have heard from others.<\/li>\n\n\n\n<li>Chronologically order date and time, location, other party, statement content, amount, account, device, etc., as much as possible.<\/li>\n\n\n\n<li>Preserve LINE chats, emails, recordings, contracts, remittance records, and other materials in their original form without editing, and keep the originals or raw data.<\/li>\n\n\n\n<li>Ensure that your statement does not align with those of other parties involved, and that each person provides an independent explanation.<\/li>\n\n\n\n<li>Save copies of the submitted materials, consultation date and time, in charge department, and contact details for yourself as well.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Increasing the number of people is not the goal in itself. What is important is an increase in independent and accurate information. The act of sending the same text in large quantities or encouraging people who do not know the facts to file reports moves us further away from uncovering the truth. The Prosecutors' Union does not endorse false reporting, exaggeration, or collusion under any circumstances.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is requested of the Kagoshima District Public Prosecutors Office and the Fukuoka High Public Prosecutors Office<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Regarding the series of issues surrounding the last mile, it is reported that information has already been handed over from the national tax authorities to the prosecutors, and some of the parties involved wish to provide in-person explanations. If that is the case, the Kagoshima District Public Prosecutors Office and the Fukuoka High Public Prosecutors Office should not leave the informants in limbo, but rather clarify the contact points and procedures for accepting information provision.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Clarify the contact points for victims, witnesses, and informants regarding this matter.<\/li>\n\n\n\n<li>Notify the person requesting an in-person hearing of the availability of the hearing or the future procedures.<\/li>\n\n\n\n<li>Individually hear each person's statement and verify their consistency or contradiction with other statements and objective materials.<\/li>\n\n\n\n<li>Investigate the overall structure of funds, instructions, and device management without separating Last One Mile Inc., Makoto Watanabe, Defendant TSUKI Nakano, related corporate entities, and overseas bases.<\/li>\n\n\n\n<li>If the affiant is afraid of retaliation or adverse consequences, document those concerns and explain the necessary protective measures and coordination with relevant agencies.<\/li>\n\n\n\n<li>Specific information regarding information leaks, inappropriate responses, or similar conduct by prosecutors or public prosecutor's assistant officers should be directed to the Office of Inspection and Guidance at the Supreme Public Prosecutors Office.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">We would like to welcome Last One Mile Inc. and Mr. Makoto Watanabe to also welcome an increase in testimonies.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If Last One Mile Inc. and Mr. Makoto Watanabe believe that the matters pointed out so far are groundless, the relevant parties should be able to welcome the provision of accurate information to the prosecution and the progress of verification through objective materials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no reason to prevent former employees, business partners, and victims from independently explaining the situation to the prosecutor's office. Any attempts at gag orders, searching for whistleblowers, unfavorable treatment, or interference with testimony will themselves become new, serious issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you insist that your explanation is correct, there is no need to fear an increase in testimonies and materials. Rather, it is a prime opportunity to clear your suspicions through verification by investigative authorities. We strongly hope that you will welcome this with confidence.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Don't shoulder it all by yourself, just share the facts you know within the scope of your knowledge.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Prosecutors Union urges anyone who has direct knowledge, observations, or materials regarding issues surrounding the last mile not to keep them to themselves, but to consult the Public Prosecutors Office or other appropriate authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What is needed is neither loud voices, nor radical expressions, nor collective retaliation. It is dates, facts, and unaltered documents. Even small fragments, when backed by multiple independent testimonies, reveal a hidden structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Do not leave a single voice as an isolated point. Turn the points into lines, and examine those lines as a structure.
